DESGC VISION NO.1: TO ENCOURAGE YOUNG PEOPLE IN THE STATE OF DELAWARE TO CONSIDER CAREERS IN AREAS WHICH WILL ENSURE THAT NASA WILL HAVE ACCESS, IN THE YEARS AHEAD, TO A TECHNICALLY LITERATE AEROSPACE WORKFORCE. DESGC VISION NO.2: INDEPENDENT OF CAREER CHOICES, TO ENRICH THE EDUCATION OF STUDENTS FROM KINDERGARTEN THROUGH COLLEGE YEARS WITH A BROAD UNDERSTANDING OF SCIENCE. DESGC MISSION: TO TAKE ADVANTAGE OF NASA FUNDING TO INSTILL A SPIRIT OF WONDER, EXPLORATION, AND DISCOVERY IN STUDENTS, TEACHERS, AND CITIZENS OF THE STATE THROUGH EDUCATION, RESEARCH, AND PUBLIC OUTREACH IN THE AREAS OF SCIENCE, TECHNOLOGY, ENGINEERING, MATHEMATICS, AND GEOGRAPHY (STEM-G). THE MAJOR GOALS AND OBJECTIVES OF THE DELAWARE SPACE GRANT COLLEGE PROGRAM ARE TO ADVANCE SPACE RESEARCH AND AERONAUTICS EDUCATION BY: DEVELOPING A NETWORK OF EDUCATIONAL UNITS WITH INTERESTS AND CAPABILITIES IN SPACE SCIENCE AND TECHNOLOGY LINKED WITH NASA AND OTHER NATIONAL AEROSPACE RESOURCES. STIMULATING, SUPPORTING AND COORDINATING INTERDISCIPLINARY, INTER-UNIVERSITY, AND UNIVERSITY/INDUSTRY RESEARCH, JOB TRAINING AND EDUCATIONAL PROGRAMS. WORKING WITH EDUCATORS, INDUSTRY, AND GOVERNMENT TO PROMOTE STRONG SCIENCE, MATHEMATICS AND ENGINEERING EDUCATION AT ALL LEVELS: "GRADE SCHOOL TO GRAD SCHOOL". RECRUITING AND PROVIDING SUPPORT FOR THE EDUCATION AND TRAINING OF PROFESSIONALS, ESPECIALLY WOMEN, UNDER-REPRESENTED UNDERREPRESENTED MINORITIES, AND PERSONS WITH DISABILITIES FOR CAREERS IN AEROSPACE TO MEET THE NEEDS OF THE 21 ST CENTURY. THE PRESENT DOCUMENT PRESENTS A PROPOSAL FOR ACTIVITIES THAT THE DELAWARE SPACE GRANT COLLEGE (DESGC) PROGRAM PLANS TO UNDERTAKE BETWEEN FYIO AND FYI4 FUNDING YEAR, WITH MORE DETAILED EMPHASIS ON ACTIVITIES IN FYLO. AS A RESULT OF DELAYS WHICH AROSE FROM DESGC'S PROBATIONARY STATUS IN 2004-2005, THE FYIO FUNDING YEAR FOR DESGC BEGINS SEPTEMBER 1,2010. THE DELAWARE SPACE GRANT COLLEGE (DESGC) PROGRAM BEGAN IN 1991 AND WAS EXPANDED TO A MULTI-MEMBER CONSORTIUM IN 1992, INCLUDING SEVERAL AFFILIATES IN PENNSYLVANIA. IN 2005, D. J. MULLAN WAS ELECTED TO A 5-YEAR TERM AS DESGC DIRECTOR: THE POSITION OF DESGC DIRECTOR WILL BE RE-COMPETED DURING THE FIRST YEAR (FY10) OF THE CURRENT 5-YEAR PROPOSAL. WHEN NASA UNDERTOOK ITS 20 YEAR PROGRAM PERFORMANCE REVIEW OF SPACE GRANT IN 2008, THE HARD WORK OF THE VARIOUS AFFILIATES, AND THEIR DEDICATION TO NASA GOALS, LED TO THE HAPPY RESULT THAT DESGC IN 2009 EARNED A PASSING GRADE IN THE REVIEW.
