    THE OBJECTIVE OF THIS CONTRACT IS TO PROVIDE TARDEC AND ALL DEPARTMENT OF DEFENSE ORGANIZATIONS ADDITIONAL RESOURCES TO AUGMENT ITS FASTENING CONCEPT DESIGN, MODELING AND SIMULATION, AND ANALYSIS CAPABILITIES. THE CONTRACTOR SHALL PURSUE OPPORTUNITIES TO DEMONSTRATE EXPERTISE IN NOVEL AND INNOVATIVE DESIGN, ADVANCED ENGINEERING, PROTOTYPING, AND MANUFACTURING EXPERTISE IN THE AREA OF FASTENING AND JOINING AND TRANSPARENT ARMOR (TA) TO SUPPORT MILITARY GROUND VEHICLES. THE GOAL IS TO ESTABLISH A LONG-TERM RELATIONSHIP WITH FARJI TO SUPPORT AND ENHANCE THE GOVERNMENTS ABILITY TO DEVELOP AND IMPROVE VEHICLE AND SYSTEM PROTECTION AND PERFORMANCE. RESEARCH SHALL BE CONDUCTED IN THE AREAS DESCRIBED IN C.3.0 BELOW TO AID THE US ARMY IN THE EFFECTIVE DEVELOPMENT, TESTING, PROCUREMENT, AND MAINTENANCE OF TA LAMINATES. TA DELAMINATION HAS BEEN IDENTIFIED BY SEVERAL PROGRAM MANAGERS (PMS) AS A COST-DRIVER FOR THEIR RESPECTIVE PROGRAMS. SIGNIFICANT EFFORT IN THE IDENTIFIED AREAS NEEDS TO BE PURSUED IN ORDER TO REDUCE THE LIFE-CYCLE COSTS ASSOCIATED WITH TA.
