TO EFFECTIVELY MEASURE GRANTEE EFFECTIVENESS, FTA HAS A NEED FOR TECHNICAL ASSISTANCE SERVICES ON A RECURRING BASIS IN THE FOLLOWING OVERSIGHT PROGRAM AREA: PROCUREMENT SYSTEM REVIEWS (PSR). THE PSR EXAMINES HOW RECIPIENTS OF FEDERAL TRANSIT ADMINISTRATION FUNDS COMPLY WITH STATUTORY AND ADMINISTRATIVE REQUIREMENTS FOR PROCUREMENT, ESPECIALLY THOSE THAT ARE INCLUDED IN THE ANNUAL CERTIFICATIONS AND ASSURANCES SUBMITTED BY GRANTEES. THE PSR DETERMINES IF FTA GRANTEES ARE MEETING FTA PROCUREMENT REQUIREMENTS AND TO IDENTIFY CORRECTIVE ACTIONS IF A GRANTEE IS NOT MEETING THE REQUIREMENTS.
