ADD HOURS TO NIH LABORATORY EXPERTTHE ORIGINAL JACOBS CQM PROPOSAL INCLUDED HOURS FOR AN EXPERIENCED NIH LABORATORY EXPERT TO PROVIDE DESIGN REVIEW SERVICES OF THE CONTRACT DOCUMENTS. THE PERSON SUPPLIED BY JACOBS IS A VETERAN RETIRED FORMER NIH PROJECT OFFICER WITH 30 YEARS EXPERIENCE IN SUPERVISING MECHANICAL ELECTRICAL AND ARCHITECTURAL DISCIPLINES OF NIH LABORATORY DESIGN AND CONSTRUCTION. JACOBS PROVIDED HIS SERVICES ON A PART TIME BASIS DURING THE DESIGN REVIEW PHASE WHICH WAS A VALUABLE RESOURCE TO THE GOVERNMENT.DUE TO THE OBVIOUS EXPANDED REQUIREMENTS TO PROVIDE OVERSIGHT OF THE MAJOR MECHANICAL SYSTEMS AS EXPLAINED IN CHANGE 1 ABOVE; THE OWNER WOULD LIKE TO CONTINUE THE SERVICES OF THIS LABORATORY EXPERT ON A PART TIME BASIS OVER THE LIFE OF THE PROJECT TO ASSIST IN A VARIETY OF TECHNICAL ISSUES DURING THE SUBMITTAL, CONSTRUCTION AND OCCUPANCY PHASES.
