    A CLIENT REQUEST WAS MADE BY THE MSN#1 OFFICE TO RELOCATE THE EXTERIOR LIGHT FIXTURES LOCATED ON THE CONCRETE WALK AT THE 60 FOOT FLAGPOLE TO THE ADJOINING TURF LANDSCAPING AREA. THE MSN#1 OFFICE'S JUSTIFICATON WAS FOR SAFETY CONCERNS WITH PEDESTRIANS WALKING INTO THESE LIGHT FIXTURES. IN ADDITION, THE EXTERIOR LIGHT FIXTURES INSTALLED AT THE MAIN ENTRANCE WERE DESIGNED AS SPOT LIGHTS INSTEAD OF WIDE ANGLE FLOOD LIGHTS. THE FIXTURES WERE VIEWED AT NIGHT AND IT WAS DETERMINED THAT THE FIXTURES DO NOT PROPERLY ILLUMINATE THE MAIN ENTRANCE WALLS AND ASSOCIATED LETTERING SIGNS AND VA SEAL. AN ADMINISTRATIVE/TECHNICAL DECISION WAS MADE BY THE RE OFFICE TO PROVIDE THE FLOOD LIGHTS TO PROPERLY ILLUMINATE THE MAIN ENTRANCE WALLS.

AFTER EXTENSIVE TESTING OF THE INSTALLED DOMESTIC WATER SYSTEM, IT WAS FOUND THAT THE UV SYSTEM AS DESIGNED WAS UNDERSIZED TO ADEQUATELY OPERATE THE VARIOUS PLUMBING FIXTURES. AN UPGRADE OF THE UV SYSTEM TO 30 GPM WAS FOUND TO BE NECESSARY.
