    PROTOTYPE PUMP FOR NITROGEN TEXTROXIDE (NTO) TRANSFER. TASK 1. PROGRAM MANAGEMENT TASK 1 ENCOMPASSES ALL GENERAL AND ADMINISTRATIVE ACTIVITIES ASSOCIATED WITH MANAGING THE TECHNICAL, COST AND CONTRACTUAL ASPECTS OF THE PROJECT. IT INCLUDES ESTABLISHING AND MAINTAINING PROJECT METRICS FOR COST, SCHEDULE AND TECHNICAL PERFORMANCE, MANAGING RISK, CONDUCTING REGULAR PROJECT STATUS, AND INTERFACING WITH CUSTOMER OFFICIALS. 1.2.TASK 2. PUMP DESIGN AND MANUFACTURING TASK 2 INVOLVES ALL ACTIVITIES ASSOCIATED WITH THE DESIGN AND DEVELOPMENT OF A PUMP AIMING AT MEETING THE REQUIREMENTS OF SECTION 2. THE DESIGN WILL BE BASED ON THE REFERENCED AFRL PHASE II SBIR PUMP. THAT PUMP IS DESIGNED FOR HYDRAZINE, INCLUDES A MAGNETIC DRIVE (USING WETTED SAMARIUM COBALT (SMCO) MAGNETS IN ORDER TO AVOID ANY DYNAMIC SEALS), STAINLESS STEEL BODY AND GEARS, AND A HASTELLOY PUMP CUP. THE MOTOR IS A 90 W MAXON 4-POLE BRUSHLESS MOTOR OPERATED BY A DECV 5/50 CONTROLLER. THE PUMP HAS APPROXIMATE FLOW RATES OF 400 ML/MIN OPEN AND 200 ML/MIN AT 200 PSID 1.3. TASK 3. TEST STAND DEVELOPMENT FREON 113 HAS FLUID PROPERTIES (DENSITY AND VISCOSITY) AT ELEVATED TEMPERATURES OF APPROX 30 DEG C SIMILAR TO NTO AND HAS BEEN USED AT NASA KSC TO CHARACTERIZE COMPONENTS IN LIEU OF NTO WHEN DESIRED. FW INTENDS TO DEVELOP A TEST STAND USING FREON 113 AT ELEVATED TEMPERATURES OF APPROXIMATELY 40 DEG C FOR PUMP TESTING UNDER TASK 4 IN ORDER TO BE ABLE TO ITERATE THE PUMP DESIGN AND REDUCE RISKS ASSOCIATED WITH NTO TESTING. THE TASK INCLUDES SOURCING, PROCUREMENT AND INTEGRATION OF PRESSURE SENSOR, FLOW METER, THERMOCOUPLES, FLUIDIC LINES AND CONNECTIONS, AND ASSOCIATED COMPONENTS. AN ALTERNATE REFEREE FLUID MAY BE USED INSTEAD OF FREON 113 IN AGREEMENT WITH KSC AS DISCUSSED IN TASK 4. 1.4. TASK 4. PUMP TESTING TASK 4 ENTAILS USING THE TEST STAND DEVELOPED UNDER TASK 3 TO CHARACTERIZE THE PERFORMANCE OF THE PUMP, FIRST WITH WATER, THEN WITH FREON 113 AT ELEVATED TEMPERATURES. IT IS EXPECTED THAT TESTING WITH A SIMULATED LOW VISCOSITY FLUID WHILE OPERATING AT HIGH PRESSURE WILL POINT AT DESIRED IMPROVEMENTS AND DESIGN ITERATIONS TO ADDRESS ANY ISSUES WILL BE PERFORMED.THIS TESTING MAY BE PERFORMED AT ANY PRESSURE FLIGHT WORKS DEEMS NECESSARY AND CONVENIENT AS LONG AS THE COMBINED DATA PACKAGE WILL ALLOW KSC TO TEST THE DEVELOPED PUMP OVER THE ENTIRE RANGE OF PARAMETERS LISTED IN TABLE 1 OF SECTION 2. THE CONTRACTOR SHALL SUBMIT AN OUTLINE OF TEST PROCEDURE TO BE USED AND ANY ALTERNATE REFEREE FLUIDS PROPOSED (IF ANY) FOR NASA REVIEW / APPROVAL PRIOR TO START OF THIS PUMP TESTING. THE CONTRACTOR IS EXPECTED TO USE ONE OF ITS COMPACTDAQ/LABVIEW-BASED DATA ACQUISITION AND CONTROL SYSTEMS IN CONJUNCTION WITH THE TEST STAND. THE FINAL TEST PROFILE WILL ATTEMPT AT REPLICATING THE ANTICIPATED TESTS AT KSC IN ORDER TO MINIMIZE RISKS ASSOCIATED WITH THAT TEST. THE TEST RESULTS WILL BE DOCUMENTED AS PART OF THE PUMP CHARACTERISTICS AND ICD (CDRL 1). 1.5.TASK 5. KSC TEST COORDINATION AS NOTED IN SECTION 4, THE CONTRACTOR SHALL DELIVER A PUMP TO KSC FOR TESTING WITH NTO. THIS TASK COVERS THE DOCUMENTATION OF THE PUMP SYSTEM MECHANICAL, FLUIDIC AND ELECTRICAL INTERFACES IN THE PUMP CHARACTERISTICS AND ICD (CDRL 1). IN ORDER TO SPEED UP INTEGRATION OF THE COMPLETED PUMP AT KSC, THE CONTRACTOR SHALL DELIVER A CONTROLLER AND MOTOR TO KSC WITHIN ONE MONTH OF ATP (CDRL 2.1) ALONG A DRAFT ICD (CDRL 1.1). THE COMPLETED PUMP WILL BE DELIVERED AT THE END OF THE PROJECT (CDRL 2.2) ALONG WITH THE UPDATED ICD (CDRL 1.2) WHICH WILL INCLUDE PUMP PERFORMANCE, COMPONENT LEVEL CUT AWAY SUBPART DRAWING, MATERIALS CALL OUTS AND FLIGHT WORKS VERIFICATION OF THE MATERIALS OF CONSTRUCTION OF ALL SUBPARTS, TEST DATA PACK AND ANALYSIS, AND LABVIEW SOFTWARE DEVELOPED TO CONTROL THE PUMP AS TESTED UNDER TASK 4. ALSO INCLUDED UNDER THIS TASK IS OBTAINING FROM NASA AN ANTICIPATED PUMP TEST PROFILE IN TERMS OF PRESSURE AND FLOW RATES.

TASK 2: MODIFIED PROTOTYPE PUMP DESIGN AND MANUFACTURING THIS TASK INVOLVES ALL ACTIVITIES ASSOCIATED WITH THE DESIGN AND DEVELOPMENT OF A MODIFIED PROTOTYPE PUMP AIMING AT MEETING THE REQUIREMENTS OF SECTION 2, TABLE 2.1. FW WILL PROVIDE A COST ESTIMATE FOR DELIVERY OF A MODIFIED PROTOTYPE PUMP UNIT FABRICATED AND ACCEPTANCE TESTED TO THE REQUIREMENTS OF SECTION 2, TABLE 2.1 THIS MODIFIED UNIT SHALL BE FABRICATED WITH WEAR COMPONENT ENHANCED MATERIALS PREVIOUSLY RECOMMENDED BY FW BUT UNAVAILABLE BY DEADLINE OF THE FIRST PROOF OF CONCEPT PUMP FOR GREATER LONGEVITY / RELIABILITY WHERE POSSIBLE. POTENTIAL EXAMPLES OF ENHANCED NON-POROUS MATERIALS FOR PUMP INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING EXAMPLES: ADD SIC BUSHINGS TO THE SHAFT AND REPLACING CRES 440 PIN WITH SIC PIN. ENHANCED DESIGN MAY ALSO INCLUDE THE ADDITION OF SIC PLATES ABOVE AND BELOW THE GEARS TO GREATLY REDUCE/ELIMINATE RISKS OF PUMP SEIZING. A COPY OF THIS ENHANCED MATERIAL TEST PUMP SHALL ALSO BE BUILT / FABRICATED BY FW TO CONDUCT EXTENDED DURATION TESTING AT FW PRIOR TO SHIPPING MODIFIED PUMP UNIT TO KSC FOR NTO DURATION TESTING, WHICH SHALL BE COMPLETED BEFORE FINAL SCALED UP PUMP DEVELOPMENT AND TRADE STUDY REPORT IN TASK 6 IS ISSUED. ANY DEVIATIONS WILL BE CLEARLY SPECIFIED IN THE COST PROPOSAL. PRIOR TO FINAL ASSEMBLY FOR TESTING, BOTH THE KSC AND FW MODIFIED PUMP COMPONENTS WILL BE PRECISION EXAMINED AT GSFC FOR SURFACE FINISH AND DIMENSIONS, AND THEN COMPARED AFTER FLUID TEST RUNS FOR WEAR CHARACTERIZATION IN ORDER TO HELP EXTRAPOLATE MATERIAL PERFORMANCE AND /OR SUGGESTED UPGRADES FOR FULL DURATION LIFE CYCLE OF PUMP EXPECTED FOR ON-ORBIT OPERATIONS. TO ACCOMPLISH THIS EFFORT FW MUST SHIP ALL INDIVIDUAL COMPONENTS FOR BOTH KSC AND FW PUMPS WITH POTENTIAL WEAR SURFACES SUCH AS BEARINGS, GEARS, BODY, ETC. TO NASA GSFC. NASA GSFC WILL RECORD AND DOCUMENT ORIGINAL FABRICATION DETAILS AND THEN SHIP INDIVIDUAL COMPONENTS BACK TO FW FOR PUMP ASSEMBLY, FURTHER TESTING (FOR THE FW MODIFIED PROTOTYPE PUMP), AND/OR ACCEPTANCE TESTING (FOR THE KSC MODIFIED PROTOTYPE PUMP). SEE APPENDIX B. IMMEDIATELY FOLLOWING COMPLETION OF FW TESTING WITH WATER AND ACETONE, THE PUMP SHALL BE DISASSEMBLED AND INDIVIDUAL COMPONENTS ROUTED BACK TO GSFC FOR POST TEST ANALYSIS. RESULTS SHALL BE INCORPORATED INTO STUDY REPORT IN TASK 6. UPON COMPLETION OF GSFC POST TEST ANALYSIS, GSFC WILL SHIP FW PUMP PARTS KSC. FW WILL SHIP REMAINING PARTS (NOT SHIPPED TO GSFC) TO KSC. EXPRESS SHIPPING / PACKAGING COSTS TO GSFC WILL BE THE RESPONSIBILITY OF FW. FW SHALL ALSO PROVIDE A LEAD TECHNICAL REPRESENTATIVE TO PARTICIPATE IN REVIEW OF PRECISION EXAMINATION PROCESSES PROPOSED BY NASA AND TO SEND THE SAME REPRESENTATIVE TO GSFC FOR UP TO 3 WORK DAY S PARTICIPATION IN THE EXAMINATION EFFORTS AND RECORDING FINDINGS OF EXAMINATION REPORT FOR THE FIRST PUMP PARTS EXAMINED. THE RETURN EXPRESS SHIPPING IN THE SAME PROTECTIVE PACKAGING BY FW WILL BE THE RESPONSIBILITY AND COST OF NASA GSFC. TASKS FOR FABRICATION OF THE MODIFIED PROTOTYPE PUMP INCLUDES MANUFACTURING OF REQUIRED PARTS, PROCURING MOTORS, ASSEMBLY AND TEST, CLEANING FOR NTO, AND FINAL ACCEPTANCE TESTING WITH DEIONIZED WATER. TASK EFFORT INCLUDES DESIGN MODIFICATIONS, MANUFACTURING OF PARTS FOR TWO (2) PUMPS, AND TESTING PER TASK 4. NASA GSFC MAY DISCUSS AND PROVIDE GUIDANCE OF SUGGESTED FLIGHT PUMP MOTOR / CONTROLLER VENDORS FOR USE WITH MODIFIED PUMP.
