THEY ARE ALSO THE ORIGINAL FABRICATOR OF THIS TOWER AND HAVING THE ORIGINAL FABRICATOR COMPLETE THE EXTENSION OF THE TOWER IS THE SAFEST WAY TO PROCEED. AS THE ORIGINAL DESIGNER WITH PROPRIETARY RIGHTS TO THE DESIGN DRAWINGS, NO OTHER SOURCE IS AVAILABLE TO MEET THE NEEDS OF WESTERN FOR THIS REQUIREMENT.
