THE CONTRACTOR SHALL BE CAPABLE OF PROVIDING ALL THE PERSONNEL AND OTHER RESOURCES, EXCEPT AS OTHERWISE SPECIFIED IN THE CONTRACT, NECESSARY TO ACCOMPLISH THE FUNCTIONS IN THE STATEMENT OF WORK.
